Prairiebank Loans, a small-business funding service in Florence, AZ, sets out the permit and zoning checks a Pinal County, AZ owner should make before signing a lease or funding a build-out: town or county jurisdiction, zoning for the use, building permits, and how permit timing shapes a term loan or equipment request. Requirements themselves are for officials and counsel.
Step one: town or county?
Pinal County contains incorporated towns and cities, such as Florence, Coolidge, Casa Grande, Eloy and Superior, and large unincorporated communities, such as San Tan Valley and Gold Canyon, which are Census-designated places rather than towns. Queen Creek is incorporated but spans Maricopa and Pinal counties. As a general pattern, the town or city handles zoning and building permits inside its limits, and the county handles them in unincorporated areas.
A mailing address does not tell you the jurisdiction
ZIP codes in Pinal County cover far more ground than the towns they are named after. The town of Florence covers only 9.6% of ZIP 85132's land, Coolidge 34.7% of ZIP 85128, and Eloy 27.8% of ZIP 85131 (2020 Census ZCTA relationship file). San Tan Valley's land is split across three ZIPs. A Florence mailing address can therefore be in unincorporated county territory, with a different permit office from a shop inside town limits.
Check the parcel itself, not the envelope: confirm with the planning office for the area which jurisdiction applies to that exact parcel.
Pinal County, AZ zoning map and zoning ordinance
Zoning decides whether a use is allowed at an address: a restaurant, an auto repair bay, a contractor's yard with equipment storage, a medical office. Before you sign a lease, confirm the zoning district and that your use is permitted, conditionally permitted or not allowed. A use that needs a special approval adds time, and sometimes the answer is no.
Pinal County, AZ building permit requirements and construction permits
A tenant improvement, a new hood system, an added restroom or a change of occupancy usually involves building permits, and often plan review. What is required depends on the scope and the jurisdiction.
Pinal County, AZ building permit search by address
Before you buy a business or take over a lease, look up the permit history for the address: open permits, expired permits and work done without a final inspection can all land on the new occupant. A seller who cannot explain the permit history is giving you something to price in.
How permit timing affects a funding request for a Pinal County, AZ build-out
Partners funding a build-out with a term loan usually want the contractor's bid and some sign that the permit path is clear, because a build-out that stalls in plan review delays the revenue that repays the loan. Equipment such as hoods, walk-ins and lifts may need installation permits too; check before the equipment financing is in place so delivery and installation line up.
- Settle which office has jurisdiction, and the zoning, before the lease is signed.
- Get a contractor's bid that names the permits it assumes.
- Ask the landlord who pays for and pulls which permits.
- Build the permit time into the opening date you give a partner.
What a permit delay costs while rent runs (invented example)
Lease rent often starts before a build-out is finished. With invented figures: a suite at $4,000 a month, with rent starting on signing, and a build-out that waits three months in review and construction, costs $12,000 in rent before the first sale. Add any wages for people hired ahead of opening.
Put that carrying cost into the funding request rather than finding it later. A term loan for the build-out and a working capital cushion for the waiting months are two different pieces, and a partner will want to see both sized.
Pinal County, AZ construction activity in the numbers
Pinal County authorized 8,048 new privately owned housing units by building permit in 2025, after 9,504 in 2024 and 7,324 in 2023; in 2025, 6,511 were single-unit homes and 1,496 were in buildings of five or more units (Building Permits Survey, county totals; place-level permits were not collected). Construction also had 611 employer establishments in the county in 2023 (County Business Patterns). See the contractor funding page for draws and retainage, and the Florence, AZ page for the wider Census picture.
A permit folder for the funding file
- The permit application numbers and the dates they were filed.
- Plan review comments and your contractor's responses.
- Inspection results, with dates, as the work moves along.
- The final sign-off or certificate, once issued.
Partners funding a build-out in stages may ask where the permits stand before releasing each stage, so a dated folder saves a round of questions.
Questions to ask the landlord before signing
- Has the space been used for the same type of business before?
- Are there open or expired permits on the suite?
- Who pays for and pulls the permits for the build-out?
- Is there a tenant-improvement allowance, and when is it paid?
- What happens to the lease if the permit or zoning approval does not come through?
Answers in the lease protect you, and they also answer the questions a partner will ask about a build-out request.
A pre-lease checklist
- Find the parcel and confirm whether it is in a town or unincorporated county.
- Confirm the zoning district and that your use is allowed.
- Look up the address's permit history.
- Get a contractor's bid with the permits it assumes.
- Agree in the lease who handles permits and improvements.
- Only then size the funding request.
